生命防护工程—一旋转护栏

目前，我国的公路通车里程已达到450万公里，其中高速公路通车里程达到11.5万公里，机动车注册总量2.75亿辆，公路交通事业相当发达；但公路交通设施装备与监管却远远落后于西方发达国家。上世纪六、七十年代采用的欧式防撞护栏，一直沿用至今，而如今公路上形式的车辆却在车身高度、行驶速度等方面有了大幅提高，但道路重要基础设施一一护栏设置的高度却没有提高到相应水平，车辆失控冲出护栏酿成的事故频发。

可导向旋转式防撞护栏，通过旋转方式把冲撞的能量化成旋转的能量从而保持汽车的正常行驶方向，最大限度降低交通事故的发生率，保护车内人员的安全。

浙江省首先使用了已在韩国、日本、美国等发达国家广泛使用的可导向旋转式防撞护栏。2012年浙江省交通运输厅将旋转护栏列为全省交通新技术进行推广。从此，全省重、特大交通事故的发案率和死亡人数连续8年呈下架趋

势，事故次数、死亡人数年平均下降6.4%和6.9%（2016年浙江省交通运输工作会议报告数据）。2016年1月28日，中央电视台新闻频道对此进行了报道。

交通运输部《现有公路实施安全生命防护工程方案》明确提出：2020年底前，基本完成乡道及以上行政等级公路新材料的推广运用，通过技术创新着力解决施工中的难点问题。由此，我们有理由相信，在不久的将来，“可导向旋转式防撞护栏”这项新兴的技术工艺，将是一场护栏“革命”，会带来种全新的交通防护理念，创造一种新式的道路环境，成为造福子孙后代的生命工程。

抗冲击旋转式防撞护栏主要构成有旋转桶、钢立柱、G型钢桁梁、紧固件等组成，旋转桶采用EVA和聚氨酯的符合材料，具有极强的弹性且耐磨，抗化学物质腐蚀、抗紫外线老化、不易褪色与破损，使用寿命长的特点。

该产品可广泛应用于高速公路的车辆变道中心不稳路段，车辆容易失控跑偏的进出口匝道、呈扇形的弯路中间路段、悬崖、高落差路段、桥梁两侧、横风路段、隧道口处及普通的一、二级公路的事故多发路段。

本厂生产的旋转护栏已通过国家交通安全设施质量监督检验中心的实车足尺碰撞试验。科目有小型客车、中型客车（载质10吨）、大型货车（载质18吨）分别以100km/h时进行碰撞测试，防撞等级技术标准达到了SB级。

当汽车撞击到旋转桶护栏时，主要通过两种方式减轻事故伤害：

一是旋转桶可以在立柱上旋转，通过旋转桶的这种自由旋转分解汽车撞击力，使垂直于护栏方向的撞击力分解到平行于护栏的方向上，修正汽车的行驶方向，使汽车回到正常的行驶方向和速度。

二是旋转桶自身材料具有良好的弹性、恢复力以及耐磨性，汽车撞击时，不易损坏，可以缓冲及吸收汽车的撞击能量，有效对失控车辆及司乘人员进行保护，最大限度地降低交通事故的发生率，保护人们的人身生命安全。
