中国欧洲经济技术合作协会 ( 简称“中欧协会”) 2000 年经中华人民共和国民政部批准，在北京成立，
是中国唯一面向欧洲直接从事商务促进活动的非盈利性组织。中欧协会的业务指导单位为中华人民共和
国商务部。
中欧协会的宗旨是促进相互了解和往来，不断挖掘中国和欧洲各国企业之间的合作潜力，帮助中国
和欧洲各国企业开拓市场，引进资金、产品、技术和人才，推动企业与政府之间的良性互动，在中国与
欧洲各国企业之间构筑起直接交流与合作的桥梁，为中国与欧洲各国经贸关系的全面发展竭诚服务。
Registered under the Ministry of Civil Affairs in 2000 in Beijing, China-Europe Association
for Technical and Economic Cooperation (CEATEC) is the only non-profit organization in China
that is dedicated to the promotion of trade and commercial ties between China and Europe. All
the work of CEATEC is guided by the Ministry of Commerce, P.R.C.
CEATEC’s mission is to promote mutual understanding and communication and tap
the potential for cooperation between Chinese and European companies. By assisting
Chinese and European companies to explore the markets and facilitating the flow of capital,
products, technology and talents, we aim to promote the interactions between companies and
governments, foster closer links among Chinese and European businesses, thus contributing to
the overall development of Sino-European economic and trade relations.

China Telecom Corporation Limited (“China Telecom”), one of the world’s largest providers of integrated
telecommunication services, has been unwaveringly strived to enhance its capabilities in maintaining its global footprints
while addressing changing demands. In 2000, China Telecom established its first overseas office. In order to further enhance
its global service quality and accelerate overseas business expansion, China Telecom established China Telecom Global Limited

China Telecom (Europe) Ltd., a subsidiary of China Telecom Global (CTG) and was officially established in London in
2006. It is the first branch established by a Chinese telecommunications operator in Europe. In the same year, China Telecom

现任中国欧洲经济技术合作协会常务副会长兼秘书长，毕业于北京外国语大学西班牙语系。
在中欧协会工作期间，积极开拓与欧洲各国贸易促进机构的联系，并带领协会开展一系列中欧双边
及多边合作。作 为“中国自主品牌汽车博览会”、“北京进口汽车博览会”的创始人及中国国际进口博
览会配套活动的重要组织者之一，推动了中国企业与欧洲各国企业间的经贸合作。
同时促进了中白工业园项目的成功落地，为双方经贸投 资合作建立有效途径，更为实现中国与欧洲
各国经贸关系的 双向交流打下了坚实基础。
Ms. Chen Jingyue is the Executive Vice President and Secretary General of China-Europe
Association for Technical and Economic Cooperation (CEATEC). She received Bachelor’s degree
from Beijing Foreign Studies University with the major in Spanish.
During her career in CEATEC, Ms Chen has been advocating for trade promotion between
China and Europe and has been leading CEATEC in organizing various events to foster bilateral
and multilateral China-Europe relationship. As one of the co-founders of China Own Brand Auto
Expo, Beijing Imported Auto Expo, and as an important organizer of the supporting events
during the China International Import Expo, she has made great contribution to the promotion
of business relationship between Chinese and European companies.
She also facilitated the implementation of Belarus-China Industrial Park, also known as
Great Stone project, in Belarus, which laid a solid foundation for closer ties between China and
Europe.

代军杨，现任中国欧洲经济技术合作协会副会长。
负责协会中欧产业发展促进工作，在全国各省区调研、考察产业区及企业，为地方政府、产业园区
及企业做了大量的项目、技术的引进、落地实施等工作；在国内外策划、举办了多次中国与欧洲政府间
高层互访、开展各类国际论坛、会展及企业商务交流活动，引领国内企业走出去与欧洲的市场及企业对接，
促进了地方经济的发展；同时被相关部委及机构聘为产业专家。
近两年，为配合国家“双碳”战略的实施，利用协会的国际资源，组织举办了几场大型的国际会议，
旨在汇聚全球绿色发展的智慧和经验，为中国的双碳之路提供借鉴，推动双碳国际交流与合作；在国家
乡村振兴战略方面，利用多几年积累的国内外的优势资源，推动地方的工业整体升级和转型，从而从整
体上推动地方产业的高质量高水平的发展和提升，达到地方产业振兴的目的。
Mr. Dai Junyang, Vice President of China-Europe Association for Technical and Economic
Cooperation
Mr. Dai is in charge of promoting industrial cooperation between China and Europe, and
has assisted in local governments and industrial parks in various technology cooperation
projects. He also led many Chinese business delegations to visit Europe and attended
international meetings for promoting Chinese and European business cooperation.
In recent years, Mr. Dai led the team organized several international meetings about green
development, providing platforms for the exchange of best practices for achieving the goal of
“Dual Carbon” strategy. In terms of revitalization of the countryside, Mr. Dai also leverages on
various resources to help the upgrading of local industries and foster high quality development
of local industries.

备丰富的跨文化沟通工作经验。先后在华为非洲多国和欧洲瑞典代表处，以及电信欧洲公司工作。
目前在电信国际欧洲瑞典分公司，致力为在瑞典的中国公司提供端到端的 ICT 方案和服务，为在华
瑞典公司和在瑞典的中国公司提供高速、稳定、安全和便捷的跨国连接。
18 years working experience as project manager, account manager and representative in
ICT field in Africa and Europe, including 12 years in Huawei and 6 years in China Telecom Global
Europe.
Working nowadays to provide services to Swedish companies in China as well as
Chinese companies in Sweden, mainly providing fast, stable and secured connection between
subsidiaries in China and Sweden, and E2E IT solutions for customers in finance, manufacturing

郭伟，毕业于清华大学，正高级工程师，现担任中创碳投科技有限公司总经理。从 2005 年迄今一直从事能源及应对气候变化工作，
曾先后获得中国大唐集团科技进步一等奖、北京市东城区优秀人才等表彰。深度参与了国家和地方试点碳市场规则设计，牵头研发了中创
碳投核心数字化产品碳 e 管，主持建设了国电投、华电、中石油、浙能、广东能源等多个大型央国企集团碳资产管理系统，帮助企业碳管
理工作提质增效。
长期开展双碳领域的前沿理论研究，曾在国际气候变化领域知名学术杂志 Climate Policy（《气候政策》），以及国内的《能源杂志》、
《环境经济研究》、《中国石油和化工经济分析》、《中国经济时报》、《能源评论》、《电力舆情与决策参考》等发表数十篇有关碳市
场建设发展、碳达峰碳中和、碳管理的论文。
曾担任世行、亚行、欧盟多个国际合作项目和阿里巴巴蚂蚁金融集团“蚂蚁森林”的顾问专家，以及《Climate Policy》、《国际经
济能源与环境期刊》等学术期刊的审稿人等。
Guo Wei, Senior Engineer, graduated from Tsinghua University, is currently serving as the General Manager of
SinoCarbon Innovation & Investment Co., Ltd.Since 2005, he has been working on energy and climate change, having received
notable recognition such as the First Prize for Scientific and Technological Progress of China Datang Corporation Ltd. and
the Outstanding Talent in Dongcheng District, Beijing. He has been involved in the design for national and local pilot carbon
market rules, led the development of E-carbon Management, the core digital product of SinoCarbon, and was in charge of
the construction of carbon asset management systems of several large-scale central state-owned enterprise groups such as
State Power Investment Corporation, China Huadian Corporation, China National Petroleum Corporation, Zhejiang Energy and
Guangdong Energy, which helped enterprises improve the quality and efficiency of carbon management.
Engaged in advanced theoretical research in the field of carbon peaking and carbon neutrality all the time, he has
published numerous papers in the well-known domestic and international academic journal, such as ‘Climate Policy’,
'Energy Magazine,' 'Journal of Environmental Economics,' 'Economic Analysis of China Petroleum and Chemical Industry,'
'China Economic Times,' 'Energy Review,' and 'Electricity Public Opinion and Decision Reference,' etc.
He also has served as a consultant for various international cooperation projects, such as World Bank, Asian
Development Bank, European Union, etc.

耿晋，能源工艺学博士，曾就职于中国科学院，参与水环境处理相关 863 科研项目，2003 年留学德国，
就读于爱尔兰根纽伦堡大学，2008 年留校任教，并攻读能源工艺方向博士学位，师从国际知名能源专家
Wolfgang Arlt 教授，研究新能源应用和碳减排技术方法。
2012 年加入德国蒂森克虏伯公司，任工业工程部工艺研发经理，负责化工项目的设计与实施，与众
多国际知名化工企业有紧密合作。
2022 年加入璞泰来集团，任旗下欧洲设备业务欧洲总经理，并协调瑞典项目建设。带领团队共同开
发了 PowerCo，北伏，戴姆勒卡车，Altris，曼兹工程等一系列欧洲重要客户。
Dr. Jin Geng, an expert in energy engineering, began his career at the Chinese Academy
of Sciences, where he contributed to the national 863 research program on water environment
treatment. In 2003, he pursued advanced studies in Germany at the University of ErlangenNuremberg. In 2008, he joined the faculty at the same institution and commenced his doctoral
studies in energy engineering, under the mentorship of the distinguished Professor Wolfgang
Arlt. His research primarily focused on innovative energy applications and carbon reduction
methodologies
In 2012, Dr. Geng transitioned to Thyssenkrupp AG in Germany, where he held the position
of Process Development Manager within the Industrial Engineering Department. There, he was
responsible for the design and execution of chemical projects, working in close collaboration
with several globally recognized chemical corporations.
In 2022, Dr. Geng was appointed as the General Manager of the European Equipment
Business at Putailai Group, overseeing the coordination of key projects in Sweden. Under his
leadership, the team successfully cultivated significant European clients, including PowerCo,
Northvolt, Daimler Trucks, Altris, and Manz Engineering.

孔朝阳，对外经济贸易大学国际商学院副教授、中国国际碳中和经济研究院研究员、一带一路能源

中央领导批示 1 份，省部级领导批示 3 份）。
Zhaoyang Kong is an Associate Professor at the School of International Trade and
Economics, University of International Business and Economics. He is also a researcher at the
China Institute for International Carbon Neutrality Economics, an Assistant Director of the
Belt and Road Energy Trade and Development Research Center, Deputy Editor-in-Chief of the
China Low-Carbon Economy Development Report Bluebook, a Youth Editorial Board member
of the Petroleum and Natural Gas journal, and a consulting expert for the China Petroleum
Enterprises Association, Gansu Science and Technology Group, and Sinopec Group's Economic
and Technological Research Institute. He has led or participated in over 30 research projects,
published more than 20 SSCI/SCI papers, contributed to 13 books, received 3 scientific research
awards, and submitted 7 policy recommendations that were adopted or received instructions
(including 1 instruction from central leadership and 3 from provincial and ministerial leaders).

超过 20 年，参与国家 863 计划等国家、省、市级科研项目十余项。荣获深圳市高层次人才、安徽省技术
领军人才认定 ；荣获 2017 年度广东省科学技术二等奖；2021 年度安徽省科学技术一等奖；2023 年度
中国石油和化学工业联合会“科技进步一等奖”；担任中国塑料工业协会电池薄膜专委会第二届理事长。
Gao Dongbo. Senior Engineer. Chief Engineer of Shenzhen Senior Technology Material Co.,
Ltd. Mr. Gao has been engaging in the development of lithium-ion battery separator technology
for over 20 years, participated in dozens of national, provincial, and municipal scientific
research projects such as the National 863 Program. Mr Gao was accredited high-level talents in
Shenzhen and technology leaders in Anhui Province and won the second prize of Guangdong
Provincial Science and Technology Award in 2017 , first prize of 2021 Anhui Province Science
and Technology Award and first prize of Science and Technology Progress Award of China
Petroleum and Chemical Industry Federation in 2023. Mr. Gao also serves as the 2nd chairman
of the Battery Film Special Committee of the China Plastics Industry Association.

担任北京建筑节能与环境工程协会和中国低碳建筑技术协调创新平台专委会专家、中欧绿建国际交流中
心顾问。
参与和主持了几十个绿色低碳重大建筑项目和科研课题，负责完成了中国人民银行总部大楼项目绿
建三星标识、东直门交通枢纽项目绿建三星、LEED 铂金、WELL 金三认证，等多项地标性建筑的绿建低
碳咨询。承担了多项省部级重点科研课题和标准编制工作，在既有建筑绿色改造、绿色金融、建筑低碳
技术和健康建筑方面完成多项成果。
Cassie Bi，Female，Senior Engineer, Head of Green Building technology R&D center, LEED
AP，PHI Consaltant，Carbon Asset Assessor. Expert of Beijing Association of Building Energy
Conservation and Environmental Engineering and China's low-carbon building technology
coordination and innovation platform, special consultant of China-Europe Green Building
International Exchange Center.
She has participated in and presided over dozens of major green and low-carbon
construction projects and scientific research projects, such as green building certification the
headquarter of People's Bank of China, and green building and low-carbon consulting for a
number of landmark buildings. Cassie has undertaken a number of provincial and ministerial
key scientific research projects and standard compilation，and completed a number of
achievements in the green renovation of existing buildings, green finance, low-carbon building
technology and healthy buildings.

中国驻蒙特利尔总领馆、中国驻吉布提使馆工作，长期从事对外交流与经贸合作工作。
Mr. Du Peng, the Director of Carbon Footprint Department (International Business
Department) from SPIC Carbon Asset Management CO., LTD, has worked in the Ministry of
Commerce of the People’s Republic of China Department of Western Asian and African
Affairs, Consulate-General of the People’s Republic of China in Montreal, and Embassy of the
People’s Republic of China in the Djibouti, and has long been engaged in foreign exchanges
and economic and trade cooperation.
