2004年，广厦控股集团与舟山经济建设投资公司签订合作协议，成立广厦

（舟山）能源集团有限公司，注册资金5亿元人民币。公司主要经营石油、煤炭、

钢材、木材等大宗散货的批发、销售业务。公司拥有《燃料油进口资质》、《煤

炭经营资格证》和《成品油批发经营批准证书》，并初步建成国内外贸易渠道和

供销网络。

In 2004, Guangsha (Zhoushan) Energy Group Company Limited was founded

with registered capital of RMB 500 million, upon the contract signed between

Guangsha Group & Zhoushan Construction Investment Company. Guangsha

(Zhoushan) Energy mainly focused on the sales and wholesales business of

oil, coal, steel, timber and other bulk materials and products. Guangsha

(Zhoushan) Energy owns the “Fuel Oil Import Permit”, the “Coal Marketing

Qualification Certificate” & the “Oil Products Wholesale Permit” and has

preliminarily formed a trading network at home and abroad.

基于中国浙江省舟山市岱山县黄泽山岛的独特区位和深水岸线等优势，舟山能源决

定投资开发黄泽山石油中转储运工程项目。2005年，广厦控股集团与岱山县人民政府签

订黄泽山岛能源项目投资协议书。2011年11月29日，黄泽山石油中转储工程运项目终获

国家发改委正式核准。

根据国家发展和改革委员会文件发改基础【2011】2610号核准，该项目建设规模为:

•1个30 万吨级原油（含燃料油）泊位（设计年通过能力1800万吨，码头长470米）；

•1个8万吨级油品泊位（设计年通过能力820万吨，码头长342米）；

•2个1万吨级成品油泊位（设计年通过能力260万吨，码头长400米）；

•建设100万立方米原油储罐和51万立方米成品油储罐及其相应配套设施。

目前，一期工程正在有序地建设中, 预计将于2014年底竣工，于2015年投入使用。

同时建成保税库区。

Zhoushan Energy decided to invest and develop the Huangzeshan Oil

Transshipment & Storage Project based on the strength of unique geographical

advantage and deepwater stretch of the Coast of Huangzeshan Island in Daishan

County, Zhoushan City, Zhejiang Province. In 2005, Guangsha Group signed the

“Huangzeshan Island Energy Project Investment Agreement” with the local

government. After years of hard work and arduous preparation, Huangzeshan Oil

Transshipment & Storage Project was finally approved by the National

Development and Reform Commission (NDRC) officially on 29th November.

As per the approval document, the project scope of works includes :

﹡ One 300,000-ton crude & fuel oil berth (The designed annual throughput is

18,000,000 tons, the length of the wharf is 470 meters),

﹡ One 80,000-ton oils berth (The designed annual throughput is 8,200,000 tons,

the length of the wharf is 342 meters),

﹡ Two 10,000-ton refined oil products berths (The designed annual throughput is

2,600,000 tons, the length of the wharf is 400 meters),

﹡ Crude oil storage tanks of 1,000,000 M3, refined oil product storage tanks of

510,000 M3 and supporting facilities.

The Phase I project is under construction in good order and will be completed by

the end of 2014 and put into operation in 2015. It will be approved and operated as

bonded zone by then.

黄泽山岛位于浙江省舟山市岱山县衢山岛北部，南北部围填后占地面积达2.78

平方公里。国际航线穿越其境。港址水深宽度2000米、水深28米、外航道水深大于

28米，岸线总长4596米。

Located at the back of Qushan Island of Daishan County, the project covers a

land area of 2.78 k㎡ after reclamation at the north & south area. The width of

the port area is over 2000M, with the port area depth reaching 28m, the exterior

channel depth greater than 28m and the total coastline length reaching 4596m.

随着企业发展和贸易拓展将适时推进二、三期储罐建设（按整岛面积规划，液体

石油化工罐区储量可达1100万立方以上）。

With the development of the company and trade expansion, Project Phase II & III for

港区地处我国东部沿海地区，于长江流域的结合部，是宁波-舟山港区重要组成部分，

拥有面向国际、连接南北、辐射中西部的密集立体交通网络和现代化港口群。经济腹地

广阔，对长江流域，乃至全国发展具有重要的带动作用。同时，与世界各地海陆贸易接

轨，在国务院批复的《长江三角洲地区区域规划》中，该港区被规划为石油化工和大宗

散货的重要中转、仓存、贸易基地。

在今后的建设中，公司将以国家石油储备基地建设规划等相关规划为基础，结

合浙江海洋经济发展规划、舟山群岛新区建设规划，岱山县及衢山镇发展布局，对

黄泽山岛进行科学布局，逐步把黄泽山岛建成中国重要的石油化工和大宗散货中转

贸易基地。

Lying at the conjunction of east coastal area and Yangtze River basin of China,

Huangzeshan Port Zone, as one of the important parts of Ningbo-Zhoushan Port

Zone, has formed an Intensive three-dimensional traffic network & mordent port

group. With vast economic hinterland, the project plays a significant role in promoting

the economy development of Yangtze River basin as well as the whole country, and

enjoys great convenience to connect with global economy by seaway. In the “Yangtze

River Delta Regional Plan” approved by the State Council, Huangzeshan Port Zone is

planned to be an important storage, transshipment and trade base for petrochemical

product & large bulk cargoes.

In the future development, the company will distribute the scientific layout and carry

out the meticulous construction on Huangzeshan Island by combining “Zhejiang

Marine Economy Development Plan”, “Zhoushan Archipelago New Area Development

Plan” and “Daishan Town & Qushan Town Development Layout”, while on the basis of

National Petroleum Reserve Base Construction Plan and relevant plans. The

company is keen to promote the development of Huangzeshan Island into an

important oil storage \/ transshipment & trade base for petrochemical products & large

bulk cargos.

2013年1月23日，国务院正式批复《浙江舟山群岛新区发展规划》（以下简称

《规划》），是首个以海洋经济为主题的国家战略性区域规划. 成立了我国第四个

国家级新区。

《规划》明确提出应顺应经济全球化、贸易自由化大趋势，全方位提高对外开

放水平和层次，加快建设舟山港综合保税区，条件成熟时探索建立自由贸易园区和

自由港区，将舟山群岛新区建设成为我国重要的海上开放门户。

On January 23, 2013, the “Development Plan of Zhoushan Archipelago New Area”

was approved by the State Council, marking the first national strategic district plan

focusing on marine economy and the foundation of the fourth state-level new area.

The Plan points out clearly that the development of Zhoushan Archipelago New

Area shall follow the tendency of economic globalization and trade liberalization to

fully improve the level and scale of comprehensive opening-up to the outside world

and speed up the construction of Zhoushan Port Comprehensive Bonded Zone;

possibilities to build the Free Trade Zone & Free Port Area shall be explored if

conditions permit, trying to build Zhoushan Archipelago New Area into a pivotal sea

gateway of China.
