01 Investment Guide
兰州高新区是国务院 1991 年批准设立的全国首批 27 个国
家级高新区之一，现空间布局“一区五园”（雁滩园区、榆中
园区、七里河园区、九州园区、和平园区），规划控制面积为
182.77 平方公里。经过多年发展，区内创新创业资源逐步集聚。
Lanzhou National Hi-tech Industrial Development Zone is
one of the first batch of 27national high-tech zones approved
by the State Council in 1991.Now its spatial arrangement
is “one zone and five parks”（Yantan Park,Yuzhong
Park,Qilihe Park,Jiuzhou Park and Heping Park）and plannig
control area is 182.77km2
.After development for many
years,innovation and entrepreneurship resources in the zone
are gradually gathered.
2018 年 2 月 1 日，国务院正式批复建设兰白国家自主创
新示范区，这是我国西部欠发达地区第一个批准建设的国家自
创区。将紧盯科技体制改革试验区、产业品质跃升支撑
区、人才资源集聚区、东西合作发展先行区、生态文明建设
引领区，加快建设高新技术产业发展的“高地”和吸引城市人
口安居乐业的“洼地”，打造全市乃至全省生态最宜居、功能
最完善、资源最富集、生活最便捷、就业最充足的现代化科技
新城，成为人人向往的地标性城区。到 2025 年，全面构建以
创新驱动为主要引领和支撑的经济体系和发展模式，成为西部
地区有影响力的区域科技创新中心和经济增长极。
On Feb. 1, 2018, the State Council gives an official reply
to agree construction of Self-dependent Innovation
Demonstration Area in Lanzhou National Hi-tech
Industrial Development Zone which is the first National
Independent Innovation Demonstration Zone approved in
the underdeveloped area in western China. We will pay
close attention to reform experimental area of scientific and
technical system, support area of industry quality zooming,
nesting zone of talent resource, pilot area of east-west
cooperative development and leading area of ecological
civilization construction, speed up the construction of the
\"highland\" of high and new technology industry development
and the \"low-lying land\" for attracting urban population to
live and work in peace and contentment, build the most
livable modern science and technology city with perfect
function, the richest resources, the most convenient life
and the most sufficient employments in the city and even in
the whole province and make it become the landmark city
which everyone yearns for. By 2025, economic system and
development pattern mainly led and supported by innovation
driving will be comprehensively built and the Zone will
become regional science and technology innovation center
and economic growth pole in western China.

Chapter 1 General Provisions
总则
为加快兰州高新技术产业开发区（以下简称“高新区”）建设创新驱动发展示范区和高质量发展先行区，促进项目落地、
产业集聚、科技创新、成果转化、国际合作和人才引育等，依据《国务院关于促进国家高新技术产业开发区高质量发展的若干意见》
（国发〔2020〕7 号）、《甘肃省兰州白银国家自主创新示范区条例》等文件精神，制定本政策。
第一条
To accelerate the Lanzhou High-tech Industrial Development Zone (hereinafter referred to as \"high-tech zone\")
construction of innovation-driven development demonstration area and high-quality development of the pioneer area, to promote
the landing of projects, industrial clustering, scientific and technological innovation, transformation of results, international
cooperation and talent attraction, based on the \"State Council on the promotion of national high-tech industrial development zone
of high-quality development of a number of opinions\" (Guo Fa [2020] No. 7), \"Lanzhou Baiyin National Innovation Demonstration
Zone in Gansu Province,\" and other documents, this policy is hereby formulated.

本政策适用于在高新区规划范围内合法投资经营符合高新区产业投资导向的项目，并在高新区注册独立核算的法人
主体或纳税的各类投资主体。
入驻高新区的项目须符合国家产业政策和环保要求，符合高新区产业布局、投资额度、投资强度、投资进度、产业
项目用地效益评价管理等方面的有关规定。
入驻高新区的各类投资主体除享受本政策外，仍按规定叠加享受国家实施西部大开发政策、国家支持甘肃经济社会
发展的政策、国家及甘肃省支持高新区开发建设政策。

This policy applies to all kinds of investment entities that legally invest and operate within the planning scope of
the high-tech zone in line with the industrial investment-oriented projects in the high-tech zone, and are registered in the high-tech
zone as independent accounting legal entities or tax payers.
The project settled in the high-tech zone shall comply with the national industrial policy and environmental
protection requirements, in line with the high-tech zone industrial layout, investment amount, investment intensity, investment
progress, industrial project land efficiency evaluation and management and other relevant provisions.
The various types of investment entities stationed in the high-tech zone in addition to enjoy this policy, still enjoy
the national implementation of the Western Development Policy, national policies to support the economic and social development
of Gansu, national and Gansu Province policies to support the development and construction of high-tech zone.

投资奖励
Chapter 2
对通过公开招标拍卖挂牌等方式取得国有建设用地使用权的新上工业类项目（一事一议项目除外），在固定资产投
资强度、土地产出率、亩均税收、能耗标准、环境标准等指标符合高新区新上工业类项目土地出让条件的前提下，项目建成投产并上
规入库后，以项目经营性固定资产投资额为基数，按下表给予奖励。（项目经营性固定资产投资额以审计报告为准）
第五条
对租赁或购置厂房进行生产性经营的新上工业类项目（一事一议项目除外），以项目经营性固定资产投资额为基数，
经审计确认后参照本章第五条中投资强度“≥ 300 万元 / 亩且 <400 万元 / 亩”标准执行。
第六条
投资建设单位申请产业园项目用地，可根据产业生命周期灵活采取长期租赁、先租后让、弹性年期方式供应土地。
新产业工业项目用地，生产服务、行政办公、生活服务设施建筑面积占项目总建筑面积比例不超过 15% 的，可仍按工业用途管理。
科教用地可兼容研发与中试、科技服务设施与项目及生活性服务设施，兼容设施建筑面积比例不得超过项目总建筑面积的 15%。
第七条
项目竣工验收后，经审计确认的实际投资额低于备案文件规定投资额 70%的，按实际投资额再降低一档享受投资奖励；低于 50%的，
不予享受投资奖励。

investment incentives;if less than 50%, do not enjoy the investment incentives.

For new industrial projects that lease or purchase factory buildings for productive operation, the project’s
operating fixed asset investment is the base, and the investment intensity in Article 5 of this chapter shall be referred to after audit
confirmation \"≥3 million yuan/mu and <4 million yuan/mu\" standard implementation.

对新入驻产业项目（不含房地产项目、大宗贸易类企业），自纳税年度起，高新区以企业当年对地方经济社会综合
贡献程度为基础连续三年给予资金奖励。
对世界 500 强、中国 500 强、民营 100 强及对兰州高新区主导产业具有引领和带动作用的招商引资企业，在区内设
立区域总部、区域研发中心或销售（结算）中心的，采取先交后奖方式给予自场地交付使用之日起不超过三年的房租补贴。房租补贴
金额原则上不大于自场地交付使用之日起三年内企业缴纳税收的高新区留成金额总和（本条与第六条不同时享受）。

top 500, China’s top 500, private entre100, and leading and leading industries in Lanzhou High-tech Zone , The rent subsidy shall

amount of the rent subsidy shall not be greater than the total amount of tax retained by the enterprise within three years from the

对新入驻区属国有众创空间、孵化器、加速器、产业园的科技企业，按照以下标准给予优惠或补贴（区级税收留成
部分应覆盖房租补贴，补贴方式为先交后补）：
（一）对入驻的科技型中小企业提供最高 200 平方米的创业场地，按基准房租给予第一年 100%、第二年 50%、第三年 20%
的房租补贴。
（二）对入驻的科技服务机构，给予不超过 100 平方米（其中，实缴资本超过 1000 万元的，给予不超过 200 平方米）房租补贴，
按照实际房租费用的 50% 给予补贴，期限不超过 3 年。
（三）对入驻的年销售收入超过 1000 万元的科技型企业，给予办公研发及生产用房的房租补贴，每家企业享受面积不超过 1000
平方米，按照实际房租费用的 50% 给予补贴，期限不超过 3 年。
（四）对入驻的瞪羚企业，按照实际房租费用的 50% 给予补贴，单个企业补贴面积不超过 2000 平方米，期限不超过 3 年。
For new technology companies that belong to state-owned crowd-creation spaces, incubators,accelerators,and
industrial space in the zone, preferential treatment or subsidies will be given in accordance with the following standards:(Districtlevel tax retention should cover the rent subsidy, which is paid first and then subsidized)
(1)Provide a start-up space of up to 200 square meters for technology-based small and medium-sized enterprises ,and 100%
for the first year according to the benchmark rent , 60% in the second year and 30% in the third year of the rental subsidy will be
given.
(2)For science and technology service institutions to settle in the incubator, a rent subsidy of no more than 100 square meters (of
which, if the paid-in capital exceeds 10 million yuan, no more than 200 square meters) will be granted, and the subsidy will be 50%
of the actual rent for a period of time not more than 3 years.
(3)For technology-based enterprises to settle, with annual sales revenue of more than 10 million yuan , rent subsidies for office
R&D and production rooms will be given. Each enterprise enjoys an area of not more than 1,000 square meters, and a subsidy will
be given at 50% of the actual rent.The period does not exceed 3 years.
(4)For gazelle enterprises, a subsidy of 50% of the actual rental costs will be provided, with a maximum area of 2,000 square
meters for a single enterprise, for a period not exceeding three years.

Chapter 4 Industrial Development Incentives
产业发展奖励
对首次认定通过和新迁入的高新技术企业，给予 15 万元奖励；对通过复审的高新技术企业，给予 5 万元奖励。对
当年新增的上规入库企业，按照工业、服务业、批发零售住宿餐饮业、建筑业分别给予 20 万元、8 万元、5 万元、3 万元奖励。对首
次认定为瞪羚企业的，给予 30 万元奖励；并在项目申报、科技费用、人才计划等方面优先推荐。对新培育的独角兽企业或新迁入的
独角兽企业，一次性给予 500 万元奖励。对区内上一年度纳税前十强企业，每家给予 50 万元奖励。
对获评国家工业互联网试点示范项目，给予 20 万元奖励。对经工信部当年认定并首次列入国家绿色制造名单的绿
色工厂、绿色园区、绿色供应链管理企业，给予一次性奖励 50 万元；对经工信部当年认定并首次列入国家绿色制造名单的绿色设计
产品，每项产品给予一次性奖励 10 万元，每家企业绿色设计产品累计最高奖励 50 万元。对首次获得“专精特新”企业称号的，给予
一次性奖励 20 万元。

the new enterprises that have been registered in the year, according to industry, service industry, wholesale and retail
accommodation and catering industry, and construction industry respectively,a reward of 200,000 yuan, 80,000 yuan,
50,000 yuan and 30,000 yuan will be given.For the first time identified as gazelle enterprises, 300,000 yuan reward
will be given ; besides project declaration, science and technology costs, talent programs and other aspects will be in
priority recommendations. A one-time reward of RMB 5 million is given to newly cultivated unicorn enterprises or newly
relocated unicorn enterprises. For the top ten tax-paying enterprises in the region in the previous year, a reward of
500,000 yuan will be given to each of them.
The award of 200,000 yuan will be given to the national industrial Internet pilot demonstration project.
For green factories, green parks and green supply chain management enterprises identified by the Ministry of Industry
and Information Technology and included in the national green manufacturing list for the first time, a one-time reward of
500,000 yuan will be given; for green design products identified by the Ministry of Industry and Information Technology
and included in the national green manufacturing list for the first time, a one-time reward of 100,000 yuan will be given
for each product, with a maximum cumulative reward of 500,000 yuan for each enterprise's green design products. For

对获得国家技术发明奖（国家科学技术进步奖）的企业，一次性给予 100 万元奖励；对获得省级科学技术奖的企业，
按照一、二、三等奖分别给予 30 万元、20 万元、10 万元奖励。对新认定的国家级、省级重点实验室、工程（技术）研究中心、企
业技术中心、制造业创新中心等研发平台，分别给予 100 万元、30 万元奖励。对新认定为国家级、省级的产业技术创新联盟及示范
基地，分别给予 50 万元、10 万元奖励。
对企业购买高校、科研院所、新型研发机构科技成果在高新区实现转化，并经技术合同登记机构认定登记，单项成
果成交并实际支付额 500 万元以上的给予 10% 奖补，单个企业最高 150 万元。鼓励企业进行技术合同认定登记，对经认定登记且年
度累计登记额 500 万元（含）-5000 万元、5000 万元（含）-1 亿元的，按实际交易额的 2%，分别给予最高 10 万元、20 万元奖补；
对登记额 1 亿元（含）-5 亿元的，按实际交易额的 1%，给予最高 30 万元奖补；对登记额 5 亿及以上的，给予 50 万元奖补。对新建
的科技成果中试基地和第三方检验检测平台，建成运行后，经评审认定，按照购置设备费用的 10%给予一次性补贴，最高可达 200万元。

委托生产 支持取得药品或医疗器械上市许可持有人（注册人）委托区内企业生产上市许可产品，自产品开始生产三
年内按照每个品种实际委托生产合同执行额（以发票为准）的 5% 对受托生产企业进行奖励。单品种三年累计奖励每家企业最高可达
100 万元，同一企业每年奖励最高可达 200 万元，三年累计奖励最高可达 300 万元。

大项的，分别给予 100 万元、200 万元奖励；取得 GCP 资格认证的，每新增一个专业学科给予 50 万元奖励；首次取得 CNAS 认
证的，给予 100 万元奖励。

Assessment (CNAS). Among them, for the first time, if obtain the GLP certification project to reach the three major items, five major
