The Ministry of Commerce issued Nanjing Comprehensive Pilot Program for Expanding and Opening Up the Service Sector

2022年12月，

国务院批复同意南京等6个城市开展国家服务业扩大开放综合试点

南京成为江苏省唯一叠加「服务业扩大开放综合试点」「自由贸易试验区」两大国家重大开放战略的城市。

December 2022, Six cities including Nanjing have been approved by the State Council to implement the national comprehensive pilot program for expanding and opening up the service sector In Jiangsu Province, Nanjing is the only city that implements the two major national opening-up strategies of "Comprehensive Pilot Program for Expanding and Opening up Service Sector" and "Pilot Free Trade Zone".

《方案》共有104项任务，

涉及科技、教育、金融、健康医疗、信息数据、人才等10个服务业领域。

The Program sets out 104 tasks covering 10 service fields, including science and technology, education, finance, health care, information and data, and human resources.

总部政策 Headquarters Policies

新认定的总部企业，最高给予1亿元奖励，首次入选各类500强给予最高3000万元奖励；总部企业人才可依据相关规定享受落户安居、子女教育、健康医疗、文化旅游、体育健身、交通出行、法律金融等服务。

Newly recognized headquarters will be given a maximum reward of RMB 100 million; and those listed among top 500 companies for the first time will receive a reward of up to RMB 30 million; talent employed by headquarters will enjoy preferential policies in housing, children schooling, healthcare, tourism, sports and fitness, transportation and finance service.

金融政策Financial Policies

设立新兴产业发展基金、民营企业转贷基金10亿元；对入驻的金融机构给予最高1亿元奖励；对落地的股权投资基金给予最高1500万元奖励，对投资本地的基金管理机构给予单个企业最高500万元投资奖励。

The city has established a 1-billion-yuan emerging industries development fund and private enterprise loan conversion fund. Financial institutions settling in Nanjing are eligible for rewards of up to 100 million yuan. Equity investment funds that establish a presence in the city can receive up to 15 million yuan in incentives, while local fund management firms may be eligible for investment rewards of up to 5 million yuan per enterprise.

人才政策Talent Policies

对全市科技创新和产业发展有重要引领带动作用的顶尖人才（团队），给予最高1000万元科研成果产业化配套资金，综合资助可达1亿元；对高层次创新创业人才，最高给予350万元项目资助；对企业博士购房商业贷款按市场利率下浮10%，公积金贷款额度最高100万元。

The top talents (teams) who play an important leading role in the city's scientific and technological innovation and industrial development will enjoy a supporting fund of up to 10 million yuan for the industrialization of scientific research achievements, with the maximum comprehensive subsidy of 100 million yuan. High-level innovation and entrepreneurial talents will receive the maximum project funding of 3.5 million yuan. For commercial house purchasing loans for company-affiliated doctors, interest rates are reduced by 10% from the market rate, with a maximum housing provident fund loan limit of 1 million yuan.

科创政策 Science And Technology Innovation Policies

对初创期科技型企业，自获利年度起，三年内对本市经济发展贡献全部奖励企业。对于高端研发机构，根据其研发投入、成效等给予绩效支持，累计最高3000万元。支持新型研发机构高水平，平台化发展，对新型研发机构按绩效择优给予每家每年最高300万元奖励。

The economic contribution of start-up technology-based enterprises to the city within three years since the profit-making year will be given back to the enterprises as reward. For high-end R&D institutions, the top limit of RMB 30 million will be given based on their input and achievements. New R& D institution will receive a reward of up to RMB 3 million per year according to its performance to support the high-level and platform development.
