Forsythia, a common traditional Chinese medicinal herb, isrenowned for its properties in clearing heat, detoxifying, dispersingwind, relieving heat, and combating viruses. It is widely used in the traditional

medicine and health products markets. The primary production areas for

forsythia in China include Shanxi, Henan, Hubei, and Shaanxi. Amongthem Shanxi alone accounts for over 60% of the national output, withrelatively concentrated cultivation areas. From 2017 to 2021, forsythiaproduction has decreased for five consecutive years, leading to a shortageof supply and low inventory levels. As of May 31, 2022, market andpharmaceutical company inventories in major markets like BozhouandAnguo were nearly depleted. For instance, forsythia, known for itsproperties in clearing heat, detoxifying, and cooling the blood, hasbecome a key ingredient in pandemic-related treatments. Leadingproducts such as Lianhua Qingwen capsules and those fromZhendongPharmaceutical alone consume over 5,620 tons annually throughtraditional Chinese medicine channels. When combined with the demandfrom decoction pieces and extract channels, which amounts toapproximately 2,000 tons per year, the total annual demand for forsythia

31

exceeds 8,000 tons. Given the strong national demand for forsythia, thereis substantial room for growth in its market. Meanwhile, in additiontoitsapplications in the pharmaceutical industry, forsythia is increasinglybeing used in the food and beverage industry and in personal careproducts, further expanding its annual market demand. Thecomprehensive development prospects for forsythia medicinal herbs, including its stems and leaves, are promising. III. Project Overview

(I) Project Background: The implementation of the rural

revitalization strategy marks a new stage in the development of China’srural areas. Lingchuan County has actively responded to the national, provincial, and municipal calls by fully tapping into the potential of itslocal specialty industries. The county has focused on “base construction, leading enterprise support, brand development, and service enhancement”as key strategies to intensify the industrialization of traditional Chinesemedicine (TCM) and promote the integration of primary, secondary, andtertiary industries. The TCM industry has increasingly contributedto“increasing farmers’ incomes, consolidating poverty alleviationachievements, driving rural revitalization, and enhancing the county’seconomy”. As a result, Lingchuan has become a significant productionarea for forsythia and codonopsis, earning recognition as aprovincial-level “One County, One Industry” TCMbase anda

provincial-level modern agricultural TCM industrial park. The countyison a path of high-quality transformation and development where “theTCM industry is strengthening the county and enriching its people”. Lingchuan is an authentic production area for forsythia in China andoneof the country’s main producing counties. Lingchuan has the largest scaleand volume of forsythia production in China, with forsythia resourcesdistributed across all 11 towns, covering a total area of over 1.1748million mu. This includes 830,000 mu of wild forsythia, 320,000muof

cultivated wild forsythia, and 24,800 mu of artificially planted forsythia. The annual production of green forsythia is approximately 6,000tons, accounting for about a quarter of the national total. The industryisrenowned for the saying, “China’s forsythia comes fromShanxi, andShanxi’s forsythia comes from Lingchuan”. To further strengthenLingchuan’s TCM industry, accelerate the goal of “empoweringthecounty and enriching the people through the TCMindustry”, and support

the rural revitalization strategy, Lingchuan County Rural Agricultural

Investment Development Co., Ltd. has initiated this project. The project’sdevelopment will not only advance the TCMindustry and generatesignificant economic benefits but will also optimize the industrial

structure, help farmers cast off poverty to get rich, create jobs, andimprove the quality of life for residents, yielding notable social benefits. (II) Location: Within the Traditional Chinese Medicinal Materials

market has been steadily growing in recent years, with projectionssuggesting that the market could exceed one trillion yuan by 2026. Therestaurant industry is under pressure to “reduce costs and improveefficiency”, which drives the need for industrialization. Preparedmealsrepresent the ultimate form of industrialization in the restaurant sector at

this stage. On the other hand, agricultural industrialization has reducedthe cost of agricultural products and improved farming efficiency, indirectly boosting consumer purchasing power. The development andimprovement of cold chain logistics have provided the basic conditionsfor extending the shelf life of prepared meals, expanding distributionareas, and reducing logistics costs. The growth of big data has enabledprecision marketing for prepared meals, while diversified and convenient

sales channels have made shopping easier for consumers, enhancingtheir

overall experience with prepared meals. (III) Market: As urban life speeds up, particularly for office workerswho have limited time to cook, there is a growing demand for quickmeal

solutions. In an era of an aging population, consumers increasinglyseekconvenient dining options. Prepared meals, with their time-saving,
