凉山州位于四川省西南部，总面积6.04万平方公里，辖15县2市，全州有彝、
汉、藏、回、蒙等14个世居民族，户籍人口548.49万人、其中彝族占55.47%，是四
川民族类别和少数民族人口最多的地区。州府西昌市是著名的航天城、月亮城，被誉
为“一座春天栖息的城市”；木里县是全国仅有的两个藏族自治县之一、被誉为“最后的
香格里拉”。

Liangshan, located in the southwest of Sichuan Province, covers a total area of 60,400 km2 with
15 counties and 2 cities under its jurisdiction. Liangshan is the home to 14 ethnic groups having been
residing here for generations, including Yi, Han, Tibetan, Hui and Mongolian, with a total population
of 5,430,200, of which the Yi ethnic group accounts for 55.04%, making it the region with the largest
population of ethnic groups and minorities in Sichuan. Xichang, the capital of Liangshan, is a famous
aerospace city and moon city, reputed as “a city where spring resides”; Muli is one of the only two
Tibetan autonomous counties in China, and enjoys the fame of the “Last Shangri-La”.

凉山州是通往祖国西南边陲的重要通道，是古代“南方丝绸之路”和“茶马古道”必经之地，也是四川南向开放重要门户。目前，凉山
州已形成以西昌为核心的“一小时同城化通勤圈”，正奋力建设成四川南向区域性综合交通枢纽和川渝滇双向开放枢纽。
Liangshan is a crucial access to the southwest border of the motherland, the key pass of the ancient “Southern Silk Road” and “Ancient Tea-Horse Road”,
and an important gateway for Sichuan’s southward opening-up. At present, Liangshan has formed the “1-hour co-urbanization commuting circle” with Xichang
as the core and is vigorously building itself into a regional comprehensive transportation hub for Sichuan’s southward opening-up and a dual opening-up hub for
Sichuan, Chongqing and Yunnan.

By 2025, 21 convenient wharves (ferries) in the Yalong
River reservoir area will be built; the construction project
of dam transfer systems for Baihetan, Wudongde and
Xiluodu Hydropower Plants in the lower reaches
of the Jinsha River will be commenced; the
construction projects of waterways in the reservoir
areas of the Jinsha River will be landed.
融入成渝“2 小时生活工作圈”，形成南向连接云南、
北向东向连通成渝双核战略通道中心支点。
The prefecture is integrated into the “2-hour Living and
Working Circle” of Chengdu and Chongqing as the central
fulcrum of the dual-core strategic channel connecting
Yunnan in the south and Chengdu-Chongqing in the north
and east has taken shape.

凉山地区位于川滇南北构造成矿带中段，属全国 16 个重要成矿区带中两个重要成矿带（即川滇黔有
色金属成矿带、西南三江有色贵金属成矿带）的重要组成部份，我州优势矿产主要有钒钛磁铁矿、稀土、
铜、铅锌、磷、金、南红玛瑙等，其中钒钛磁铁矿资源储量仅次于攀枝花市，占全省第二位，轻稀土氧化
物总量仅次于包头，居全国第二位。现境内已发现金属、非金属和能源矿达到 103 种，具备开采价值的达
到 61 余种，有特大型、大型矿床 30 余处。
Liangshan, located in the middle of the north-south tectonic metallogenic belt of Sichuan-Yunnan, is an important part
of two important metallogenic belts among the 16 important metallogenic belts in China (i.e., the Sichuan-Yunnan-Guizhou
non-ferrous metal metallogenic belt and the southwest Sanjiang non-ferrous metal metallogenic belt). The dominant minerals
in Liangshan mainly include vanadium titanomagnetite, rare earth, copper, lead and zinc, phosphorus, gold, southern red
agate, etc. Among them, vanadium titanomagnetite resource reserves are second only to Panzhihua City and ranks the second
in Sichuan Province; the total amount of light rare earth oxides is second only to Baotou City and ranks the second in the
country. Currently, 103 kinds of metallic, non-metallic and energy minerals have been discovered in the territory, more than 61
kinds of minerals have mining value, and there are more than 30 extra-large and large-scale deposits.

用电方面 凉山每年水电、风电、光电输送到外省，为国家贡献超过 1400 亿度，州内留存电量充足。
州内电力市场化交易主要有水电消纳示范、留存电量、常规直购、电能替代、地方保障性小水
电共 5 个品种，企业选择范围广。以西昌为例：大工业用电均价 0.47-0.54 元 / 千瓦时、一般
工商业用电均价 0.59-0.62 元 / 千瓦时，同时符合政策条件的企业可享受不超过 0.15 元 / 千
瓦时的电价补贴。
用工方面 全州有超过 100 万劳动力，其中易地扶贫搬迁劳动力约 18 万余人，可保障企业的劳动需求。
企业所需技术工人，有多所大中专学校和职业院校，可根据需求开展“订单培训”，实现
产教“无缝对接”。
用水方面 以西昌为例：全市建有自来水厂 6 座，日可供水 22.7 万吨；建有污水处理厂 4 座，污水
