STEC,born out of the century-old municipalserviceproviders-Shanghai Municipal EngineeringAdministration, Shanghai Public Unities Bureauand Civil Defense Office,undertakesthe heavy responsibility of urban infrastructure planning, construction and management in Shanghai, providing thecore framework forbuilding the rail transit, elevated road network, cross-rivertransportationandother modern infrastructure systems in Shanghai.
