2018年6月，习近平总书记在上合组织青岛峰会上宣布：“中国政府支持在青岛建设中国一上海合作组织地方经贸合作示范区。”

In June 2018,General SecretaryXi Jinping announced at theShanghai Cooperation OrganizationQingdao Summit(SCOQingdao Summit):“The Chinesegovernment supports the construction of theChina-SCo Local Economic and Trade CooperationDemonstration Area(SCoDA) inQingdao."

国务院在《中国一上海合作组织地方经贸合作示范区建设总体方案》批复中指出，按照党中央、国务院决策部署，上合示范区要打造“一带一路”国际合作新平台，拓展国际物流、现代贸易、双向投资、商旅文化交流等领域合作，更好发挥青岛在“一带一路”新亚欧大陆桥经济走廊建设和海上合作中的作用，加强我国同上海合作组织国家互联互通，着力推动形成陆海内外联动、东西双向互济的开放格局。

TheState Council stated inthe approvalofthe GeneralPlanfortheConstruction ofthe China-SCO Local Economic and Trade Cooperation Demonstration Area that, following the decisions and deployment of theParty Central Committee and the State Council, SCODA should build a new"Belt and Road" international cooperation platform and expand cooperation in global logistics,modern trade,two-way investment,business, tourism and culture exchange to leverage Qingdao's role in the construction of the economic corridor of the New Eurasian Land Bridge and maritime cooperation under the framework of “Belt and Road” that will be leveraged to boost the connectivity between China and the SCO countries.SCODA will strivetofosteran opening pattern of mutual aid across the land, sea, and domestic and overseas areas, promoting eastwestcooperation.

上合示范区坐落于沿海开放城市青岛，青岛地处山东半岛、黄海之滨，是国务院批复确定的中国沿海重要中心城市、国家历史文化名城、现代海洋城市和国际性综合交通枢纽城市。

The SCODA is located in Qingdao, a coastal open city situated on the Shandong Peninsula along the Yellow Sea.Approved by the State Council, Qingdao has been designated as a key coastal central city,a national famous historical and cultural city,a modernmarinecity,and aninternational comprehensive transportation hub.

In response to the majorstrategic decision underthe personal guidance, deliberation and promotion of President Xi Jinping, China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA) is built as a new platform forinternational cooperation underthe Belt and Road Initiative (BRI),the only in China opened to SCO countriesforlocaleconomicandtradeactivities.

2023年5月18日，中共中央政治局常委、国务院总理李强调研上合示范区时指出，建设这一示范区是习近平总书记亲自宣布的重大战略决策，要加强资源对接、优势互补，共同锻造长板，实现互利共赢。

On May18,2023,LiQiang,MemberoftheStanding Committee ofthe20thCPCCentral Committee Political Bureau and Premier of the State Council,inspected SCODA and stressed that its construction is a major strategic decision announced by General Secretary Xi Jinping and it is essential to enhance resource integration, complementary advantages,joint development,and win-win cooperation.

上合示范区工业基础雄厚，是中国重要的先进制造业基地和海洋新兴产业集聚区，拥有现代物流、航空、电力和机械设备3个千亿级产业集群和新一代信息技术、智能家居、绿色食品3个百亿级产业集群，具有钢结构、食品加工、香辛料、帽饰、锻压机械和节能环保设备6个地标产业。

As an important advanced manufacturing base and an emerging marine industry cluster area in China, SCODA is home to three100-billion-yuan-levelindustrial clusters of modern logistics,aviation,and electricpowerandmechanical equipment,as well as three 10-billionyuan-level industrial clusters of new

generation information technology, smart home, and green food. Besides, it also sees the presence of six landmark industries here including steel structure, food processing, spices, headgear, forging machinery, and energy-saving and environmental protection equipment.

02新兴产业起势 Emergingindustries momentum

目前，上合示范区正依托上合国际城、空港新城、卡奥斯新城、枢纽港新城和板桥新城等“五大新城”和几大重点专业园区建设，做大做强既有优势产业的同时，重点发展以智能家电、新能源、海洋物联网、低空经济、会展服务、现代商贸、现代金融、文化旅游等为代表的新兴产业集群。

规划面积约37平方公里。以上合之珠国际博览中心为龙头，规划布局“丝路电商”综合服务基地、科技创新综服基地、如意湖总部基地、中国一上海合作组织经贸学院“三基地一学院”，做强跨境电商、科技创新、总部经济、教育培训和文化旅游，形成与上合组织国家相关城市交流合作集聚的示范区。

It boasts a planned area of approximately 37 square kilometers.TakingQingdao SCODA Pearl International Expo Center as a key attraction,it plans to build three bases, namely, the comprehensive service base for “silk Road E-commerce”,the comprehensive service base forscientific and technological innovation,and the Ruyi Lake headquarters base,as well as the China-SCO Institute of Economy and Trade,which are intended to strengthen cross-border e-commerce,scientific and technological innovations, headquarters economy, educational training and cultural tourism, thus facilitating the exchanges and cooperation between SCoDA and relevantcitiesin the ScO countries.

规划面积约50平方公里。规划建设上合空港综合保税基地、上合空港型物流枢纽基地、上合“双枢纽”机场基地、上合商旅文产业基地。重点发展航空主导产业、临空现代服务业、高端智造业和国际贸易产业，建设上合示范区国际物流中心功能承载区、商旅文交流中心产业承接区，成为上合示范区建设成果展示区。

Theplannedareais about50square kilometers.It plans to build the SCO AirportComprehensiveBonded Base, SCO Airport Logistics Hub Base, and SCO“Dual-Hub”Airport Base and SCO Base for Business,Tourism and Cultural Industries.Thefocuswillbe giventodeveloptheaviation-led industries,airport modern service industries,high-end intelligent manufacturing industries,and international tradeindustries.The aim istobuild theFunctionalBearingZone forSCODA International Logistics Centerand theIndustrialBearingZone for the Business,Tourism,and Cultural Exchange Center,ultimately serving as a demonstrationareafor theSCODA construction achievements.

上合枢纽港新城 SCOHubPortNew Town

规划面积约12平方公里。建设工业互联网属性的高端智能制造基地、未来属性的数字经济创新基地两大基地，完善产业发展集群、城市治理中心、数字底座平台、国际商务客厅、科创研发总部等五大功能组团，聚集工业互联网、高端智能制造、数字经济、科创研发等产业，建设具有全球影响力的“世界工业互联网创新灯塔”，争创工业互联网国际化特色先导区、高端智能制造产业创新高地、绿色低碳高质量产城融合发展示范区。

The planned area is about 12 square kilometers.It plans tobuild a high-end smartmanufacturingbase towardsindustrialinternet and a digital economy innovationbasetowards the future,and improve its functions in terms of

industrial development clusters, urban governance centers, digital base platforms, internationalbusiness cooperation hubs,and scientific and technological innovation research and development headquarters. By pooling industries such as industrial internet,high-end smart manufacturing,digitaleconomy,sci-techinnovationandR&D, the ambition is to establish a globally renowned “Lighthouse for World Industrial Internet Innovation",and strive to create a pioneering zone for industrial internet internationalization, an innovation highland for high-end smart manufacturing industry, and a demonstration zone for green, low-carbon, and high-quality integrated development of industries and cities.

规划面积约22.5平方公里。按照“通道 ^+ 枢纽 ^+ 物流 ^{+} 经贸 ^+ 产业 ^+ 新城”的生态体系，以中欧班列为特色，聚焦上合示范区国际物流中心和现代贸易中心建设，建设港口基础基地和航贸金服基地，打造上合组织国家面向东北亚的加工制造中心、物流分拨中心和商品集散中心，成为上合特色鲜明、枢纽经济发达、城市功能完善、开放活力彰显的枢纽港新城。

The planned area is about 22.5 square kilometers. According to the concept of “developing the New Town in terms of channel,hub,logistics,trade and industries",the New Town, taking advantage of China-Europe Freight Train, focuses on constructing SCODA international logistics centerand modern trade center,building port infrastructure bases and bases for aviation,trade,and financial service,and creating a processing and manufacturingcenter,logistics distribution center,and commodity distribution centerfor the SCO countries to trade with Northeast Asia.It seeks to stand out as a new hub port city with distinctive Sco characteristics,robust hub economy,complete urbanfunctions,and prominent openness and vitality.

规划面积约53平方公里。重点聚焦和承担城市文化展示平台、国际商旅文交流发展平台、上合创新合作平台、品质生活服务平台四大功能，布局商旅文交流发展基地、国际健康医疗基地、人才创新发展基地和板桥文化展示基地，构建以文化旅游、科技创新、健康医疗为主，现代服务业全面跟进的“3+1”产业体系，成为“城市文化客厅、产业融合新城”。

The planned areais about 53squarekilometers.TheNewTownfocuses onfour majorfunctions of exhibiting urban cultures,expanding international business, tourism and cultural exchanges, enhancing ScO innovation and cooperation, and providing high-standard life services.It plans to build a business,tourism and cultural exchange and developmentbase,an international healthcare base,a talent innovation and development base, and a Banqiao culture exhibition base. The structure is designed around a ^{\mathfrak{s}_{2},\mathfrak{p}} industrial system, mainlyfocusingon cultural tourism,technological innovation,and healthcare, witha comprehensiveimprovement of modernserviceindustry.Theultimate aspiration is to rise as a “city cultural hub and a new city integrated with industries".

青岛空港综合保税区QingdaoAirportComprehensiveBondedZone

青岛空港综合保税区位于青岛胶东国际机场西北侧，与胶东国际机场紧密链接、功能互补，规划面积1.44平方公里，主要发展以集成电路、国际物流与贸易、跨境电商、航空制造与维修等行业为主导的保税加工、保税研发、保税物流、保税维修和贸易服务。

Located northwest of Qingdao Jiaodong International Airport, Qingdao Airport Comprehensive Bonded Zone is closely linked and functionally complementary to the airport.With aplanned area of1.44squarekilometers,it focuses on industries such as integrated circuits, international logistics and trade, cross-border ecommerce,and aviation manufacturing and maintenance.It covers bonded processing,bonded R&D, bonded logistics, bonded maintenance,and trade services.

鲁港科技合作创新中心建筑总面积12.7万平方米，共12栋楼宇，致力于为企业提供科技合作一站式服务，帮助鲁港两地科创和产业资源深度匹配，打造新兴产业专精特新示范园区。

With a total construction area of 127,000 square meters across 12 buildings, Shandong-Hong Kong Science and Technology Cooperation and Innovation Center providesone-stop services for sci-techcooperation and helps extensivelyconnectsci-techinnovationandindustrialresourcesbetween Shandong and HongKong.It aimsto become ademonstration zone for specialized,sophisticated,characterized and innovative emergingindustries.

“丝路电商”综合服务基地以“线下产业基地 ^+ 线上综合服务平台”的模式，搭建国际化电子商务公共服务平台，配套丝路电商综合服务中心、TIR国际道路运输集结中心、上合跨境电商监管中心和四处海关监管作业场所，可支持9610、9710、9810、1210等跨境电商全模式通关。

Operating under the modelof“offlineindustrial base ^+ online integrated service platform"，the Comprehensive Service Base for “Silk Road Ecommerce”has established an international e-commerce public service platform.It includes Silk Road E-Commerce Comprehensive Service Center, TIR(International Road Transport) Logistics Hub,SCO Cross-Border ECommerce Supervision Center,and four customs supervision facilities.The Base supports full-mode cross-border e-commerce customs clearance (e.g., 9610,9710,9810,1210).

上合海洋物联网产业示范基地SCOMarineloTIndustrialDemonstrationArea

上合海洋物联网产业示范基地位于上合科创综服基地科教片区，以海洋物联网大厦为物理空间载体，聚焦海洋国际高技术成果转移转化，推动与上合组织和共建“一带一路”国家间企业、高校及科研院所密切合作。

Located inthescience andeducationzone of theSCO ComprehensiveService Base forScientific and Technological Innovation,the SCO Marine loT Industrial Demonstration Area uses the Marine loTBuilding as its physical hub.It focuses on transferring and commercializing advanced marine technologies, and promoting collaboration among enterprises, universities, and research institutes from SCO andBRI countries.

上合国际绿色农产品博览交易中心以实体园区为支撑，以产业互联网平台、新零售平台为两翼，构建农产品、食品行业商品交易、展示营销、企业孵化等为一体的农产品产业生态体系。园区一期占地240余亩已建成投入使用，包括线上交易区、线下交易区、冷链仓储区、综合配套区等四大功能区14个场馆。

Supported bya physical park and dual platforms of industrial internet and new retail,SCOInternational GreenAgricultural Products Expo&Transaction Center builds an integrated agricultural ecosystem encompassing commodity transaction, exhibition and marketing,and enterpriseincubation.Thefirst phase,covering over 160,000 square meters, is already operational and includes four functional zones with 14 venues: online transaction zone, offline transaction zone, cold chain storage zone and comprehensive supporting zone.流
