凉山概况
凉山，位于四川省西南部，自古就是通往西南边陲的重要通道。
州府西昌市是著名的航天城、月亮城，被誉为“一座春天栖息的城市”，木里县是全国仅有的两个藏族自治县之一、被誉为“最后的香格里拉”。
Liangshan, located in the southwestern part of Sichuan Province, has historically served as a vital gateway to China's southwestern frontiers. The prefectural capital, Xichang City, is renowned as the "Space City" and "Moon City", hailed as "A City Where Spring Resides". Muli County, one of only two Tibetan autonomous counties in China, is celebrated as the "Last Shangri-La".

凉山州自古就是通往祖国西南边陲的重要通道，是古代“南方丝绸之路”和“茶马古道”必经之地。秦汉时期，中央王朝就在凉山设置郡县进行管理，唐、宋、元、明、清先后设置郡、州、司、府以及路、卫、厅、县等。凉山州秦汉以前称古邛都国或邛都部落，汉称越嶲郡，隋唐称嶲州，南诏称建昌府，元称罗罗斯宣慰司，明为四川行都司，清称宁远府，民国称宁属。
Liangshan Prefecture has served as a vital gateway to China's southwestern frontiers since ancient times, traversed by both the historic "Southern Silk Road" and the "Ancient Tea Horse Road". During the Qin and Han dynasties, the central imperial government established administrative counties in Liangshan. Subsequent dynasties - Tang, Song, Yuan, Ming, and Qing - set up various governance structures such as prefectures, provinces, bureaus, offices, regions, sub-prefectures, and counties. Before the Qin and Han periods, this area was known as the Ancient Qiongdu Kingdom or Qiongdu Tribe. It was called Yuexi Prefecture during the Han Dynasty, Xizhou Region in the Sui and Tang periods, Jianchang Prefecture under the Nanzhao Kingdom, Luoluosi Xuanwei Office during the Yuan Dynasty, Sichuan Branch Regional Military Commission in the Ming era, Ningyuan Prefecture under the Qing, and Ning Region during the Republic of China era.
历史上许多著名人物(如西汉司马迁、蜀汉诸葛亮、元世祖忽必烈、著名旅行家徐霞客、马克·波罗、约瑟夫·洛克)都曾在凉山游历、活动。
Throughout history, numerous notable figures visited and conducted activities in Liangshan, including Western Han historian Sima Qian, Three Kingdoms strategist Zhuge Liang, Yuan Dynasty founder Kublai Khan, renowned explorers Xu Xiake and Marco Polo, as well as early 20thcentury botanist-explorer Joseph Rock.

The Red Legacy 红色血脉
1935年
中国工农红军长征过凉山，途经会理市、会东县、德昌县、宁南县、普格县、西昌市、冕宁县、喜德县、越西县、甘洛县，发生巧渡金沙江、会理会议、彝海结盟等重大历史事件，彝海结盟在中国革命史上写下光辉一页，成为党的民族政策实践的开篇典范。
During the Long March of the Chinese Workers' and Peasants' Red Army, the troops traversed multiple counties in Liangshan region, including Huili City, Huidong County, Dechang County, Ningnan County, Puge County, Xichang City, Mianning County, Xide County, Yuexi County, and Ganluo County. This historic journey witnessed pivotal events such as the Crossing of the Jinsha River, the Huili Conference, and the Yihai Alliance, which holds particular significance in Chinese revolutionary history, marking a glorious chapter that established it as the pioneering model forimplementing the Party's ethnic policies.

Democratic reforms were implemented, enabling Liangshan to "leapfrog a millennium" by transitioning directly from a slave society to a socialist society.

国务院决定撤销西昌地区建制，将西昌地区所属西昌、德昌、会理、会东、宁南、冕宁、盐源、木里等县并入凉山彝族自治州，自此凉山迈入新的发展时期。
The State Council decided to abolish the administrative structure of Xichang region. Counties under Xichang region - including Xichang, Dechang, Huili, Huidong, Ningnan, Mianning, Yanyuan, and Muli - were incorporated into Liangshan Yi Autonomous Prefecture, marking the beginning of a new era of development for Liangshan.

四月十四日、六月二十一日报告悉。同恋缴销西晶地区建制。将西晶地区的西昌、每昌、冕宁、会理、宁南、会东、益源彝族自给县、木里藏族自治县等八个县合货于凉山亦族自治州·合街后自给州首府迁驻西昌县。
同意将西昌地区的米易、盐边两县划归渡口市领导，仍保留县的建制。

1978年10月，经国务院批准，撤销西昌地区建制，将米易、盐边两县划入渡口市(今攀枝花市)其余8县划入凉山彝族自治州，自治州州府由昭觉县迁往西昌市。
2018年
春节前夕，习近平总书记亲临凉山视察，作出一系列重要指示。在习近平总书记和党中央、国务院深切关怀下，在省委、省政府坚强领导下，在各级各界倾情帮扶下，凉山人民牢记嘱托、感恩奋进、埋头苦干，如期打赢了脱贫攻坚战。2014年以来，累计脱贫105.2万人，现行标准下2072个贫困村全部出列、11个贫困县全部摘帽，写就了中国脱贫故事的生动一页。
On the eve of Spring Festival, General Secretary Xi Jinping visited Liangshan and made a series of important instructions. With deep concern from General Secretary Xi Jinping and the CPC Central Committee and State Council, under the strong leadership of the provincial party committee and provincial government, and with the help from all walks of life at all levels, the people of Liangshan have won the battle against poverty on schedule by bearing in mind their entrustment, giving thanks and making progress, and putting in efforts to fight against poverty. Since 2014, a total of 1.052 million people have been lifted out of poverty. Under the current standards, 2,072 impoverished villages have exited the poverty list and 11 poverty-stricken counties have been removed from the poverty registry, collectively composing a vivid chapter in China's poverty alleviation narrative.

As part of China's Belt and Road Initiative, the Yangtze River Economic Belt Development Strategy, and Sichuan Province's new development framework of "Four Modernizations Synergy, Urban-Rural Integration, and Coordinated Growth Across Five Regions", Liangshan Prefecture serves as a vital southern gateway for Sichuan's opening-up. It has established a "one-hour commuting circle for integrated urban development" centered in Xichang and is vigorously building itself into a regional comprehensive transportation hub in southern Sichuan and a two-way open hub connecting Chongqing, Yunnan, and Sichuan.

正提速推进乐西、宜攀、西昭、西香、西宁等9条高速公路，2029年基本实现“县县通高速”。
Nine expressway projects, including Leshan-Xichang, Yibin-Panzhihua, Xichang-Zhaotong, Xichang-Shangri-La, and Xichang-Ningnan, are accelerating construction. By 2029, the prefecture aims to achieve "county-wide access to expressways".

融入成渝“2小时生活工作圈”，形成南向连接云南、北向东向连通成渝双核战略通道中心支点。
Liangshan is integrating into the Chengdu-Chongqing "2-hour living and working sphere", positioning itself as a central pivot point for strategic northbound, eastbound, and southbound corridors linking Yunnan and the Chengdu-Chongqing economic hub.

2025年，力争建成雅袭江库区便民码头(渡口)21座；开工金沙江下游白鹤滩、乌东德、溪洛渡翻坝转运体系建设项目；推进金沙江下游库区航道建设项目。
By 2025, efforts will be made to complete the construction of 21 convenience terminals/ferries in the Yalong River Reservoir Area; commence the construction of dam bypass transport systems at the downstream Jinsha River's Baihetan, Wudongde, and Xiluodu hydropower projects; and advance navigation channel development projects in the lower Jinsha River reservoir area.

凉山清洁能源富甲天下，凉山是国家清洁能源黄金组合区域，雅砻江流域清洁能源基地、金沙江下游清洁能源基地，已纳入国家“十四五”规划的9大清洁能源基地之一。白鹤滩水电站全部机组投产发电，标志着我国世界最大清洁能源走廊全面建成。全州清洁能源技术可开发总量达2.25亿千瓦，已建成清洁能源装机5205万千瓦，在建976万千瓦,均居全省第一,2024年全州发电量达2900亿千瓦时。
Liangshan Prefecture boasts the richest clean energy resources in China, recognized as a national "golden combination" region for clean energy. The Yalong River Basin Clean Energy Base and the Lower Jinsha River Clean Energy Base have been included as one of the nine national clean energy bases in China's 14th Five-Year Plan. The full operation of Baihetan Hydropower Station marks the completion of the world's largest clean energy corridor. With a technical exploitable capacity of 225 million kW, the prefecture has installed 52.05 million kW of clean energy capacity and 9.76 million kW under construction - both ranking first in Sichuan Province. By 2024, annual power generation is expected to reach 290 billion kWh.
