二是体制破局，调整明确营商环境主管部门，明确“首席管家”，强化实体化攻坚专班，组建优化营商环境攻坚力量。
三是机制创新，开通企业诉求“直通车”，建立“接诉即办、未诉先谋”快速响应机制，构建“无事不扰、有求必应”监管生态，推动优化营商环境服务升级。
Legal Safeguards: The "Twenty Regulations on Optimizing the Business Environmentin Liangshan Prefecture" have been issued.
Institutional Reform: Redefined the competent authority for the business environment, established a "Chief Steward" system, strengthened specialized task forces, and mobilized resources for targeted improvements.

对于企业所需的职业技术工人，州内多所大中专学校和职业院校可根据需求开展“订单培训”，基本实现产教“无缝对接”。
By 2024, the number of students enrolled in secondary vocational schools across the entire prefecture had reached 90,000, essentially realizing "education for all who wish to study". Xichang Medical College began enrolling students and commenced operations, while Xichang College was approved as a master's degree-granting institution. To meet the demand for vocational and technical workers from enterprises, multiple universities, vocational colleges, and technical schools within the prefecture have launched "order-based training programs", achieving near-seamless integration between industry and education.
凉山所有的电都是清洁能源，没有一度火电。2024年，凉山总发电量达2900亿度，相当于1.45亿个普通家庭一年用电量，位居全省第一，其中外送电量达2716亿度，州内留存电量充足，电价便宜。
All electricity in Liangshan is generated from clean energy sources, with zero reliance on thermal power. In 2024, Liangshan's total electricity output reached 290 billion kWh, equivalent to the annual consumption of 145 million average households, ranking first in the province. Of this, 271.6 billion kWh was transmitted to external regions, while sufficient electricity was retained for local use, ensuring affordable rates.
凉山降雨量充沛，水资源富集，境内有金沙江、雅砻江、大渡河三大干流及安宁河等支流，能提供充足用水，工业用水均价4.4元/吨。
Liangshan enjoys abundant rainfall and rich water resources, with three major rivers (Jinsha River, Yalong River, Dadu River) and tributaries like the Anning River, ensuring sufficient water supply forindustrial use. The average industrial water price is RMB 4.4/ton.
