Hengyang has precisely carried out reform measures to improve the business environment, perfect the investment

elements, and release policy dividends, fostering an atmosphere of business friendliness, prioritization, stability, and

reliability. At the same time, Hengyang pioneered the reform of \"Cross-Regional Online Service\" in the province, making

it available for 349 high-frequency government services to be completed cross-regional and online in a single visit, and

throughout the city. The overall online completion rate reached 99.7%, and the time required to business registration was

reduced to within one working day. Hengyang made solid progress in 24 pilot projects of national signifi cance, and 8 selfinitiated reform projects were selected as examples of grassroots reform exploration in Hunan. \"One-Stop Service\" and

\"Cross-Regional Online Service\" were awarded the 2020 Innovative Government Information Management Award. The

12345 Government Service Hotline has won the National Hotline \"Pioneer\" Award for three consecutive years. Hengyang

was praised by the State Council for its experience in creating a favorable environment for industrial transfer and was

shortlisted as one of the \"Top 100 Cities for Business Environment in China\". The enterprise code-based protection

platform eff ectively reduces the burden on businesses. The \"Five Systems, One Platform\" approach accelerates the progress

of major projects, and the standardization approach drives high-standard development of urban-rural integration.

2022年，衡阳跻身全国数字经济百

强城市，顺利通过国家创新型城市评估验

收，入围全国城市创新能力百强榜。截至

2023年，衡阳共有一个国家级孵化器、国

家级高新技术企业861家、省级重点实验

室21个、国省级创新平台131家。

Hengyang has an abundant supply of human resources, with a total of 59 vocational schools at all levels. Currently,

there are 134,000 students enrolled in vocational schools, including 55,000 students in higher vocational colleges and

79,000 students in secondary vocational and technical schools.

In 2022, Hengyang made its way into the list of top 100 cities in China's digital economy and successfully passed

the assessment and acceptance for being a national innovative city, earning a spot on the list of top 100 cities in terms of

innovation ability nationwide. As of March 2023, Hengyang has one national-level incubator, 861 national-level high-tech

enterprises, 21 provincial-level key laboratories, and 131 national and provincial-level innovation platforms.

The people of Hengyang are good at study, and Hengyang

is a significant cradle of \"Hunan-Xiang Culture\" with a deep

cultural heritage. Over the recorded history of more than 2,220

衡阳是中国优秀旅游城市、国家卫生城市，国家生态文明先行示范区。湘江干流水质

全部达到Ⅱ类标准，城区空气质量优良率达87.1%。目前，衡阳现有上规模的旅游区（点）

200余处，国家A级旅游景区38个，其中5A级景区1个、4A级景区7个，游客接待总量、旅游

综合收入稳居全省前列。南岳衡山已列入世界自然和文化双遗产预备名录，为湖南省首批

两家5A级景区之一；岣嵝峰景色旖旎，是禹王碑的发现地，碑文——蝌蚪文号称无人能识

The people of Hengyang live in harmony with nature, and Hengyang is known as an \"ecological paradise\" with

a good reputation of \"Beauty in the World\". Located in the central-southern basin of Hunan Province, Hengyang is

surrounded by numerous mountains and enriched with abundant water systems. Mount Heng stands out among the Five

Famous Mountains with its seventy-two continuous peaks spanning over eight hundred miles. The Xiangjiang River,

spanning eight hundred miles, passes through the city, merging with the Leishui and Zhengshui rivers in the urban area,

making it a city of geomantic signifi cance at the confl uence of three rivers. Hengyang lives up to its reputation as a \"City of

Mountains and Waters\" and is renowned as one of the \"Six Chinese Cities with Best Feng Shui\".

Hengyang is an excellent tourist city, national health city, and national demonstration zone for ecological civilization

in China. The water quality in the main stream of the Xiangjiang River reached Class II standards, and the excellency rate

of air quality in urban areas reached 87.1%. Currently, there are over 200 large-scale tourist areas (spots) in Hengyang,

including 38 national-level A-grade tourist attractions, among which there is one 5A-grade attraction and seven 4A-grade

attractions. The total number of tourists received and the comprehensive tourism revenue consistently rank among the top

in the province. Mount Heng has been included in the World Heritage- Mixed Property Tentative List, and it is one of the

fi rst two 5A-level scenic spots in Hunan Province. Goulou Mountain, with beautiful scenery, is the discovery site of the

King Yu Stele. The inscription on the stele is written in a unique \"tadpole script\" that no one can decipher, earning it the

nickname of \"heavenly script\". The natural landscapes of China's Yinshan Mountain, Cai Lun Bamboo Sea, Jiangkou Bird

Island, Yumu Mountain, Heaven Mountain, etc. are magical and magnifi cent.
